Div. 1.8 [[?]] Norfolk Va July 27th 67 Respectfully returned to Bvt. Maj. J.H. Remington S.A.C. The woman who claims to be the widow of Samuel [[?]] lives on Fox Lane in this city since receiving these papers I have investigated her claims which have been contested by Richard [[?]] brother of deceased. He has not satisfactorily established the fact that Esther [[?]] is not his brother's widow. On the 31st May 1867, one Baker a claims agent of this city forwarded the claim, marriage certificate and other necessary papers of Esther [[?]] in which she sets forth the facts of her being married to Samuel [[?]]. (Sgd.) Ed Murphy 1st. Lt. V.R.C. & A.A.A.C. Bu. R.F. & A.L. Hd. Qrs. Asst. Com. Va Richmond, July 30th 67. Respectfully returned to Major General O.O.
