Austin, S.A.C.- If the parties have been married by the operations of the State law, passed February 1866, the same mode of redress is open to them, as to whites. If the Civil Courts fail to do justice, in such cases, it is clearly your duty to report such Courts for the actions of the Commanding General, and to hear the cases as Military Commissioner. O. Martinsville, Va. Sept. 12th. 67. Respectfully returned, with the information that Mr. H. C. Wootten has never ill treated the boy more than to whip, when he was disobedient. The boy has run away from Mr. Wootten, and if captured, he would not remain. I would respectfully suggest that the indentures be rescinded, on this old man Lorenzo Spencer, paying to Wootten the sum of $25.00 being about the expense Wootten has been to on account of the boy, I am satisfied that Lorenzo would be willing to pay that amount, and by so doing all parties would be contented. My delay in not returning this before was in not seeing the parties to investigate. (Sgd.) W. L. Fernald, Lieut. V.R.C. & A.S.A.C. Bu. R.F. & A.L. Hd. Qrs. Asst. Comr: Va. Richmond, Va. If Lorenzo Spencer is able and willing to pay Mr. Wootten the sum of $24.00 in consideration of the cancellation of the enclosed indentures, the Asst. Comr. sees no objection thereto, and Capt. Everett I gave a regular Quartermaster's receipt for, never before heard the title of the Bureau to the animal questioned. Was informed by an Agent of the Bureau, Mr. Southall, that Capt. B. F. Everett either sold the horse or offered to sell it, to a freedman. Thinks this is the way in which Dan'l Davis comes to claim the horse. Remarks that the animal was worthless, would go lame after traveling 3 or 4 miles, and that he was usually compelled to borrow a horse when
