The postal arrangements in the Northern portion of this State have always been in a very irregular and unsafe condition and, several important communications from this office have been lost before. The two letters referred to by Agent Finney in his reports were private letters from Mrs. Mead to her daughter "Eveline" showing no bearing on the case, were returned to Finney. (Sg'd) J.R. Lewis Maj & Act. A. Comr. Bureau R. F and A.L. War Department Washington Oct 9/67. Respectfully returned to the Asst. Comr of Va. whose attention is invited to endorsements and enclosures herewith. As the money was lost while in charge of this Bureau, transportation in its stead will be issued upon a proper applications. By order of Gen'l O.O. Howard (Sg'd) E. Whittelsey A.A.A. Ca. to join her relatives whom she has not seen for upwards of ten years, on arriving here her money was expanded consequently she could proceed no further.
