Maj: & S.A.C. 579 Respectfully returned to Bvt. Brig. Genl. O. Brown, Asst. Comr. In my opinion there are more paupers, both white and black, in this city than at the same time last year. These numbers will not be decreased so long as poor white people continue to crowd into the city and eke out a miserable existence or die, instead of remaining in the county where work and food can be had. The remedy lies within the sufferers themselves, but, not without distress to the taxed and a consequent tendency to depress the business interests of the city. (Sgd) J.R. Stone Bvt. Maj. & S.A.C.
