Office Surg in Chf of Dist. Richmond. Dec 17th 1867. Respectfully forwarded to Bvt: Brig. Gen'l O. Brown, Asst. Comr., Va. Three wards referred to within are the only ones needing repairs of the kind mentioned. During heavy rain storms that wards are hardly inhabitable and the same is true during snow storms when if severe snow accumulates in large quantities in the wards - while the cold piercing winds have free ingress - In cold weather it is impossible to keep the wards at all comfortable with any number of stores. Unless the Civil Authorities are soon to take charge of a large number of the inmates of the Hospital, it seems an absolute necessity that these repairs should be made. (Signed) J.J.
