In absence of Asst Comr Geo Q. White Capt 44 U.S.I. A.A.A.G. H.163.3.V.67 Hambrick, P.R. Lieut S.A.C. 591. Received back Dec 22nd 1867 Bureau R.F. and A. Lands Hd. Qrs. S. A. Comr. Charlotte, N. Ca. Dec 16th 1867 Respectfully returned to Lieut. Col. J.F. Churr, A.A.A. General. The within named Freed girl (Lavinia Cabell) is neither dependent upon the Govt nor likely to become so. On the contrary she is supporting herself and likely to continue to do so. She is poor no doubt, like thousands of other women. (black & white) in this Mil. Dist: but how she can be a "burden on the Government," when the Gov. is not issuing a single grain of any thing here to any body, is hard to understand. It is not true that the officer at this place, promised to obtain transportation for her, on the contrary she was told that the General Government did not now as formerly, issue transportation for the purpose of uniting families &c. If her case had come within the order, a formal application for the transportation would have been made, from this office. The girl although not married has a young child, and no doubt it would be better for her moral welfare &c if she could be with her father. Comr with the information that I have seen Emily Smith in person who states that she is not able to pay the bill, that she has 5 children, to support and that she receives only $3.50 per month for her work.
