Dec 9" 1865 Circular No 19, extending to the Bureau the privilege of drawing a months supply of Commissary Stores upon requisition of the Asst Comr. was intended to meet any sudden emergency where extreme suffering from want of food should be discovered. Asst Comr's are held to strict responsibility that there shall be no waste, and issues are confined to cases where humanity evidently demands them. Orphan Asylums and Hospitals to be cared for as heretofore Commissary's Estimates & Requisitions to be based upon actual necessity and when part of a ration will answer do not make requisition for full rations - Report immediately any in increase in the number of indigent. Commissaries detailed in Bureau are not exempted from, but will do duty in their own department when possible. |
