I changed most of the [[?]] to [[illegible]].  In many places it is impossible to even tell how many words are there, so the note [[illegible]] usually covers more than one word.  Many people have unsuccessfully tried to read & transcribe this page.  Therefore, it seems time to move it on to Review so that the file can be Completed without having to transcribe where it is impossible to do so.
