Suggests & asks the appointment of D. Taylor V.R.C. as Supt of Arkansas Co. The Co is an important one & the time important as the Cotton is now being shipped & old contracts are to be settled & new ones made. A Govt Officer would do better than a Citizen, especially if the Citizens was interested in planting & Placing Lt. Taylor in Arkansas co would require no more appointments.
