The Office of Personnel Administration is responsible for providing staff assistance in developing individual plans and procedures to assure equal opportunity in every phase of personnel administration.

Supervisory employees, managers and principal investigators are responsible for assuring compliance with the full spirit of the Institution's policy and for evaluating the effectiveness of the Plan in their organizations.
