Processing time for complaints increased substantially. Two actions added to the length of time: (1) the time lag from the receipt of the Investigation Report from the Civil Service Commission to the receipt by the complainant of the disposition of his/her case; and (2) the time lapse from the end of a hearing held by the Civil Service Commission to the receipt of the Hearing Examiner's findings by the complainant and the Smithsonian Institution.

Attempts are being made to considerably shorten both actions, including personal visits by the Director to encourage a speed-up of the process. It should be mentioned however, that where six months have elapsed from the time of the hearing to the receipt of the Examiner's report, the time lag has been due to an extremely heavy overload of some 40 cases per CSC Examiner, which precludes the examiner from making an expeditious recommended decision to the Secretary, S.I.
