The subcommittee having considered the applicaton of Waldo L. Schmitt for a grant from the Walter Rathbone Bacon fund reports as follows:
(1) The project is satisfactory as to merit, scope and teneral plan.
(2) It conforms with the rules approved by the Secretary.
(3) The meaning of the published announcement appears to the subcommittee obviously to be that work on any project should begin without undue delay after approval. The circumstance that the work is not expected to begin until July 1, 1925, or July 1, 1926, therefore makes it impossible for the subcommittee to recommend action at the present time. 
(4) Hence the recommendation of the subcommittee is that the application be returned to Dr. Schmitt with the request that he resubmit it when he is in position to take up the work without undue delay.
(5) The subcommittee further recommends that the Bacon Scholarship be again advertised and be given wider publicity.
