open on 10" of June, but ice remained in Anadyr Bay until middle of July.  Norton Sound was free from ice in the latter part of June.  Ghijigha River opened May 20", and whalers appeared in the Gulf before the 25".  Ice was fast forming in this river by 20" September, and it is unsafe for vessels to remain here later.  The Youkon River is clear of ice in the early part of June.  Our vessels were late in arriving at their destined ports, owing to the delay at San Francisco, waiting the arrival of goods from the East.  This delay was so long continued that I was forced to purchase tools for the Siberian Division here.  The wire arrived at Victoria so late that the "Ourrand" [?] which waited for this cargo was obliged to leave it in Petropavlovski with the other stores that were necessary on the shores of Okhotsk Sea, and the only wire, that we succeeded in carrying to the most northern region was procured from the California State Telegraph Company.  All the material for construction, except wire, was landed at places proposed.  We require another and larger steamboat in the Youkon River, which necessity I intend to supply with the "Mumford," and provide another in her place on the lower coast of Russian America.  I respectfully recommend, that we commence trading with the Indians for furs at our ports whenever it will not be an infringement on the rights of the Russian American Company.  We can also buy considerable quantity of Walrus teeth, whalebone and
