The petty meanness and jealously, and want of [[underline]] "esprit du corps" [[/underline]] of the officers of the land forces, Quartermasters, Adjutants, and so on is utterly disgusting.  It shows the moral weakness of Bulkley, that these despicable sneaks are not squelched at once.

Bulkley has got his back up, in his whimsical way, but I must say with good reason this time against the sec'y of the Navy & all his crew.

They mean to try to get a vessel (steamer) out of the Revenue Service, through the Sec'y of the Treasury.  They rely much on the aid to be furnished by yourself and Dr. Torry, who is a personal fiend of McCullough,  Of course on the ground of the assistance done to science, &c, &c.

These men should furnish us ^[if they expect such help] with an earnest of what they will do next year for the N. M. work in the way of out-fit &c at least.

They are utterly untrustworthy except when pinned [?] to writing.  Scammon is the only honest man, and he is [[double underline]] No. 2 [[/double underline]].  and makes a point of always  [[underline]] obeying orders [[/underline]].
