Proposed telegram to Mr J.H. Wade - submitted to Col Bulkley about May 1st.

Bulkley asks me to do the work which I told you I was willing to undertake, & felt competent to perform; provided only, Bulkley himself had sufficient confidence in me to permit him to choose me as the right man. [[paragraph symbol]] For I know from my now actual experience & observation in the country, that, under the peculiar circumstances, it was absolutely necessary that (some one single man should have almost unlimited authority and consequently bear all the responsibility in the entire regime referred to).

Col. Bulkley will give me all the help I need from my commander, as soon as you give him the means he requires, & which in fact, [[underlined]] must [[/underlined]] have before he can really commence. 

On my arrival here I find unexpected & needless delays, and difficulties thrown in his path, through the fault of the Directors, and in consequence of this he is unable to do for me that which I expected, and now you have risked the loss of a whole season in my work, at least. - I can now only keep my promises to you, by extraordinary exertions & energy on the part of Col Bulkley & my men.
