About May 8th upon my earnest request for some deffinate instructions as to what he wished me to undertake in reallity Col. Bulkley wrote for me the following memorandum.
  " Mr. Kennicott will make the exploration
  "of country designated" - (meaning from head 
  "of Frazier or Babine Lake to near mouth of 
  "Youkon) - "and do whatever other work or 
  "make any arrangements he considers expedient
  "in construction of the line during or after
  "reconnaisance." 

He at the same time stating that he would place me & with (50) fifty men & 10.000 lbs. outfit, at Lake Babine early in June, whereupon I submitted the following outline of plan ([[strikethrough]] In substance [[/strikethrough]]) to him.

I will try to do the duty of chief explorer as I understand that duty to be designated by you, in the Commission (& memoranda) before me. - That is make an exploration from Babine to the lower Youkon with the view to enabling anyone to locate a telegraph line, on the best route between these points ([[strikethrough]] !
