It would probably be unsafe for the Steamer to remain high up the river after the middle of July when the water falls rapidly.

From the highest point reached by the Steamer two whale boats and 8 men (with some Indians) to ascend to Pelly Banks - From here one boat can be hauled across the Portage (in a day) to the waters of Francis Lake  Leaving 2 men (and some Indian hunters) with the remaining whale boat at Pelly Banks; Six men to descend the Liard river through Francis Lake to the region of Dease and Turnagain River (or to the point probably touched by the telegraph line).

This party would have time to return to Pelly Banks and descend to the mouth of Youkon in whale boats by open water - If caught by ice they could winter at the second depot established by the Steamer.  Aboat leaving Pelly Banks Sept 10th would certainly reach the mouth of Youkon by open water.
