development of an adequate system of

for such a system.  [[strikethrough]]Without such a statement development take the for of gadgetry, Duplication that is, development of useful devices which may Not only is this ^[[a]] lack ^[[in]] industry but I know of not TWA statement of its own requirements in this field[[/strikethrough]]
Without such a basic
statement, there can be no agreement
[[strikethrough]]between[[/strikethrough]] as to equipments, systems, or [[strikethrough]]tech[[/strikethrough]] practices to be used commonly by the various aviation agencies.  Indeed, 
T&WA is not in position even to  [[strikethrough]]state offer[[strikethrough]] ^[[maintain]] a unified position without such. [[strikethrough]]a[[/strikethrough]]
