Mr. Talbott has forwarded me a blue print of the new Wilmington Airport which the ACFC contemplates assigning to TWA for the flight and ground school training project.

This blue print covers the layout of the airport very thoroughly; however, there is very little information regarding the buildings that will be constructed on the airport.  It appears that the only information shown thereon are designations of the various buildings and the number, without indicating the size.  I am forwarding this plan to you so that you can look it over and determine what additional buildings, if any, will be needed for training both flight crew and all ground personnel specialists in accordance with the organization tables if the ACFC ferry squadron.

I understand that as soon as the Wilmington Field or another airport is assigned to TWA for this training program and is available for occupancy, we will begin training one squadron at a time, which, later on, will be increased to training two squadrons at a time.  Therefore, it appears advisable that the buildings, such as barracks, classrooms, mess hall, officers' and instructors' quarters, etc., be adequate to accommodate at least a total of 1,000 men, including the personnel required for the program.  In other words, there would be 325 men to a squadron, of which 110 are commissioned officers, making a total of 650 army personnel, and the remainder of the personnel will be employees required to conduct the training program.

As soon as I secure the detailed blue prints of the Wilmington Airport, I will forward them to you for your study and analysis as to additional building requirements.  As soon as we know how many additional buildings that will be required to conduct this program, we will make a request of General Olds to have the buildings constructed under the existing contract.

I shall appreciate it if you will keep all of the data pertaining to this school, blue prints, etc., in one file so I can secure this for ready reference when I desire.
