IX. All part-time instructors and others contributing a portion of their time to the I.C.D. Training Division will be carried on the pay roll of the T.W.A. Educational Department, and charged under contract DA-W-535-ac-1062 as overhead. Likewise, any equipment loaned to National School of Aeronautics or equipment used by T.W.A. in the education of "selectees" and "civilians" will be charged as overhead. However, any equipment purchased special for training purposes will be charged direct to I.C.D.

X. Civilian employees hired to be educated in the I.C.D. Training Division will be paid as follows, and charged to contract DA-W-535-ac-1062:

(a) Mechanics - $0.70 per hour
(b) Radio Operators - $140.00 per month
(c) Meteorologists - $100.00 per month

XI. Training of civilians will be limited to a period of not to exceed sixty days.

XII. All civilians hired to be trained in I.C.D. Division will be persons who are not vulnerable for draft - (those overage, married, etc.)

XIII. T.W.A. Personnel Department will set up to advise the Personnel Department of the A.C.F.C. at Washington of all mechanics who are taken by Selective Service in order that the A.C.F.C. may secure their services. Also advice will be forwarded concerning the assignment of T.W.A. employees to I.C.D. Division or Jack Frye Four-Engine School. The total number of employees released by T.W.A. to Selective Service, Enlisted Reserves (mechanics), I.C.D. and Jack Frye Four-Engine School will constitute the company's authority for the training of civilian replacements at government expense.

XIV. Civilian quotes will, of necessity, be set in advance according to the best estimates of the number of employees to be taken by Selective Service, Enlisted Reserves (mechanics), I.C.D. or Jack Frye Four-Engine School.

XV. Civilian training under the terms of agreement started as of March 2, 1942. The training of selectees assigned to I.C.D. Training Division by A.C.F.C. will start approximately March 15, 1942.

XVI. As quickly as possible, T.W.A. will establish a complete training school organization, secure equipment, buildings and other facilities; and arrange to handle all training as authorized under contract DA-W-535-ac-1062 at the most desirable airport location. Just as soon as this school can be established, the purchase of instruction service from the National School of Aeronautics will be discontinued.
