SUBJECT: Monthly Activity Report of Wing Operational Training Officer.

TO     : Commanding General, ICW/ATC, APO 885.

[[underline]] ATTENTION [[/underline]]: Assistant Chief of Staff, Operations

1. [[underline]] On December 22nd, 1944 [[/underline]], by order of Commanding General, Air Transport Command, Lt. Colonel Joe Mountain, Major Densil L. Page and 1st. Lt. Donald K. White, reported to Headquarters, India-China Wing and were assigned to duty of supervision of training in the India-China Wing. The party proceeded immediately to Headquarters, Eastern Sector to investigate the current need for training in the India-China operations. A conference with General Smith, Colonel Hardin and others confirmed the fact that pilot training was the most important and most immediate need in the Sector, therefore, temporary headquarters were established in the Eastern Sector at Misamari for the purpose of installing an adequate system of pilot training.

2. [[underline]] Supervision of Pilot Training [[/underline]] had been started at certain Eastern Sector Stations but was sporadic, inadequately supported, and was not standardized. A considerable need existed for:

   a. Standard procedures for flying the airplane and for flying the route.

   b. Training procedures for bringing pilots up to these standards.

   c. Supervisory facilities for insuring compliance with such procedures.

3. [[underline]] A Chief Pilot Conference [[/underlne]] was convened at Misamari January 17th, 1944. Present were the Chief Pilot and one assistant from each of the six (6) active Eastern Sector Stations. The purpose of this conference was three-fold:

    a. To develop and write the most important standard procedures for flying and enroute navigation.

   b. To train the Chief Pilots and their assistants in the performance of their duties.
