   c. To establish a supervisory system adequate to insure compliance with orders from competent authority.

4. [[underline]] Accomplishments of the Chief Pilots Conference included [[/underline]]:

   a. Initial appointment and training of Station Chief Pilots.

   b. Production of thirty-eight (38) of the most important Standard Procedures for flying and training.

   c. Appointment of a Sector Chief Pilot.

   d. Standardization of the Chief Pilots in flight in certain procedures.

5. [[underline]] Further training needs of the Wing [[/underline]] were discussed with the Assistant Chief of Staff, Operations, and others in Delhi, on January 28th. These needs were revealed to be as follows, approximately in order of their importance.

   a. Intensify the follow-up of Chief Pilot program in the Eastern Sector.

   b. Establish a Chief Pilot system in the Western Sector.

   c. Establish a mechanics program in both the Eastern and Western Sectors.

   d. Establish means for training both pilots and mechanics in C-46 operations for Western Sector.

   e. Establish a Classification Unit, probably at Karachi, for the purpose of more adequate professional screening and assignment of incoming personnel.

   f. Establish a Training Aide Unit and Wing Headquarters Office of the Training Division.

6. Training needs of the Western Sector were discussed with Major William E. Hinton, and members of his staff, on January 30th, in Calcutta. Major Hinta concurred in the necessity of establishing an adequate Chief Pilot system in his Sector. He agreed to appoint Major Floyd Davidson to temporary duty with the Wing Training Officer for the purpose of receiving instruction in the duties of Sector Chief Pilot. The matter of a transition school for training C-46 pilots and mechanics for Western Sector was discussed at length and the final decision concurred in by all present was to defer any developement of such a school until the Sector Chief Pilot is appointed.
