Boarded plane for Delhi at 10:15 am took off at 10:30 - - Landed Agra at 2:45 pm - Argument about whether to feed us or not - Finally did but need procedures-

En Route read "Wake Up and Live" by Dorothea Brande. Not too bad but a little oversold.

Found Maj. Merrill has my quarters for me but could not get Maj. Page in

Page and I discussed organization of Gaya school for Supervisors - Decided on personnel required.

Reported to Col. Baker - He discussed manning tables [[strikethrough]] and [[/strikethrough]] which lead into general principle of my training program - Roe seems to approve "on the job" training and favors a single school. Conversation went round and round until Col B. demanded a decision. I summed up as follows:

1. Decentralization as much as possible because best method, best personnel, best results, etc.
2. Procedures, Training, Supervision.
