SUBJECT: Request for personnel.

TO     : Commanding General, ICW/ATC, APO 885.

         ATTENTION: Assistant Wing Training Officer,
                    Major D. L. Page.

1. In accordance with conversation with General Hoag on February 26th, 1944, it is the desire of the undersigned to construct a miniature operating model of the India-China Airways for the purpose of developing appropriate navigational and air traffic control procedures.

2. In order to start this project the following personnel are requested for immediate assignment to Gaya for sixty-days:

   a. One experienced pilot who has had experience in flying across the Hump during the monsoon season and who is qualified in instrument flying and has some supervisory or administrative ability. It is intended that this pilot will supervise the entire project, therefore, it is essential that he have considerable initiative, resourcefulness and analytical ability.

   b. One Communications Officer with some experience of the communications involved in air traffic control and with the ability to devise make-shift communications circuit and procedures for the working model to be used. He should also be capable of analyzing existing communications procedures and of devising adequate new procedures.

   c. One Administrative Officer capable of making job analyses, writing procedures, training programs, etc., (Major Alexis Sheridan, now believed to be Administrative Inspector at Jorhat would be suitable for this position. This has not be co-ordinated with Eastern Sector Commander).
