3. It is believed that the working model of the Trans-Himalayan Airway, as previously described to General Hoag, is of great value in experimental work for developing new flight procedures, communications procedures and other problems pertaining to the operation of this route. It will be a further value when operational procedures have been approved in training personnel in the performance of these procedures. Because of the urgency of the problems connected with this operation, it is requested that immediate action be taken on the above request. Additional personnel will be requested for this project when it becomes obvious that assignment of such additional personnel will materially expedite the results.
