SUBJECT: Monthly Activity Report.

TO     : Commanding General, ICW/ATC, APO 885.
           ATTENTION: Assistant Chief of Staff, Operations.

1. [[underline]] Training activities [[/underline]] of the Wing during the month of February, 1944, were divided into the following principal phases:

   a. Follow up Eastern Sector Chief Pilot's Program.
 
   b. Institute Western Sector Chief Pilot's Program.

   c. Establish Wing Instructor's School at Gaya.

The following paragraphs detail these activities.

2. [[underline]] En Route flight procedures [[/underline]] in the Eastern Sector were inspected by the undersigned. Neither these procedures, the training methods concerning them, nor the supervision of them was adequate. This was discussed with Captain Harrell, Eastern Sector Chief Pilot. This should be checked again in the near future. Specific difficulties found were:

   a. Failure to use flight plan or log sheet.

   b. Lack of knowledge of use of radio compass.
 
   c. Wandering instead of navigating.

   d. Poor weather judgement.

It is believed that adequate development of en route procedures and training of supervisory flight personnel in proper execution of these procedures is of the utmost importance. Personnel has been requested to accomplish this.
