Dear Joe,

During my recent visit to Gaya, I promised to give you a brief outline of the work accomplished at the Chief Pilot's Meeting, held at Station 3, during the week 13 to 19 February 1944. As you know, we based our preliminary standard procedures manual to a large extent on the information which you had already compiled for the Eastern Sector Operations. This material was adapted to fit Western Sector Operations with the fewest possible changes, in order to make these standard procedures as nearly uniform as possible. All of the material in the manual pertaining to C-47 operation was worked up from available information, technical orders, air line experience, local operating procedures, etc.

This material had been mimeographed and was ready for discussion on such revisions as were deemed necessary by the Chief Pilots who attended the conference. The manual revised as of 25 February 1944, contains all of the changes and additions decided upon at the conference; a few of the additions of the manual are listed below:

1. The use of War Department AAF Form 8B, "Pilots instrument certificate application and flight check form".

Note: This form will be used by all Chief Pilots and Check Pilots in giving an instrument rating. In addition to standardizing on the use of this form, each Station
