Dear General Hardin:

I am glad to bring to your attention the following radio from the Commanding General, Army Air Forces, which was addressed to all commands of the Army Air Forces:

"Fatal and wreck accident rates for the month of February were the lowest since the war began. Such an achievement is the result of hard work, attention to detail and a concentrated effort to keep accidents at a minimum. I congratulate you on this record and urge your continued efforts in this direction."

The above report reflects great credit upon all organizations of the Air Transport Command, as well as upon all other Army Air Forces organizations, and you and the members of your command are to be congratulated for your part in the accomplishment of such an outstanding record.

It is only through careful supervision and unceasingly diligent efforts on the part of all concerned that such results can be achieved. Your constant attention to this problem is, therefore, urgently desired in order that accident rates in this Command may continue to be decreased.
