SUBJECT: Operational organization and procedure at Station 20.

TO   : Commanding Officer, Station 20.

1. In compliance with a request of the Commanding Officer the following report on operational organization and procedure at Station 20 is respectfully submitted.

ATC Regulation 20-22 dated 1 December 1943 shows the following diagramatic breakdown for station operation.  The names of officers at this post are shown after their respective positions.  Two additional boxes are added to show their proper relative position in the chain of command.  They are Priorities & Traffic and Weather.

An analysis of the charts follows:

[[underline]] Aircraft Operations Officer: [[/underline]] 1st. Lt. C.A. Moore should be charged with these duties since this officer is the only rated pilot working in operations and is the senior in time spent at this station.

NOTE: The duties and responsibility of each position is given in the ATC Regulation and therefore will not be repeated in this report.

[[underline]] Senior Operations Communications Officer: [[/underline]] 1st. Lt. J.L. Mesick the communications officer at this post is the logical officer for this position.

[[underline]] Station Chief Pilot: [[/underline]] This position is optional depending upon the circumstances peculiar to the station.  If the Commanding Officer deems this position necessary 1st. Lt. C.A. Moore our only rated pilot is recommended.

[[underline]] Station Rescue Officer: [[/underline]] 1st. Lt. C.A. Moore is recommended for position because it requires a rated pilot.

[[underline]] Senior Flight Operations Officer: [[/underline]] This position is commonly called "Operations Officer" and at the present time 1st. Lt. C.A. Moore is well assigned to this position.

[[underline]] Senior Briefing Officer: [[/underline]] 2nd Lt. J. Gibson, a qualified navigator, is at the present time Navigation and Briefing Officer.
