Memo, Report on Weight and Balance Conference (Cont'd).

[[underlined]] b. [[/underlined]] Plans for weighing these aircraft with no Weight and Balance available at the present.

(1) Information regarding the two sets of scales at the 80th A.D. at Karachi was given, and the Weight and Balance Officers were urged to check the status of requisitions from their stations for weighing equipment in order to assure that distribution of such weighing equipment will be made as soon as scales become available.

(2) The suggestion was made that as soon as four sets of scales are available, that stations share the scales so that Stations 6,7 and 9 share a set, and Stations 16 and 17 share the set now at Station 16.

[[underlined]] c. [[/underlined]]The matter of use of Form F's was brought up and attention of the conference was called to the fact that this is a topic for Air Inspectors. The difficulties of procuring Form F's was covered, with a report on the activities of this Headquarters toward procuring the blank forms being made.

[[underlined]] d. [[/underlined]] Lt. P. R. Rosenberg, the Weight and Balance Officer at Jorhat reported that he is unable to get any enlisted personnel to work with him in the preparation of Form F's. Lt. Dunbar (Chabua) explained that at Chabua, the Space Control Section actually did the work of filling out Form F's and he only approved them.

[[underlined]] e. [[/underlined]] The unavailability of Load Adjusters at several stations was discussed. Station Weight and Balance Officers were told of the fourteen C-47 load adjusters in the hands of the 52nd Service Group at Jorhat with instructions to procure these through normal requisitions.

[[underlined]] f. [[/underlined]] The question of how much gross load excess, i.e., how much more than 48,000 lbs gross can be tolerated in a C-46 was asked. The undersigned answered that 200 pounds should be the maximum, but warned that taking advantage of this leeway should not be followed as a regular practice.

[[underlined]] g. [[/underlined]] A letter had been received in this Headquarters only a few days before the conference was held, written by Lt. L.E. Follis of Kunming who suggested the posting of cargo loading sheets (charts) in aircraft which would enable the airplane to be properly loaded even if no slide rule were available. This was discussed and the suggestion received very favorable comment by the Officers present.

[[underlined]] h. [[/underlined]] Captain Wright Taylor from Karachi suggested that when the basic weight and basic index of all aircraft in the Wing are determined, the list by published and distributed to all stations. This he believed,
