3. In the interests of efficient operation of the Wing, especially as regards the training section, it is respectfully requested that the above poor organizational set-up be corrected. This can be accomplished specifically by the following:

   a. Assign one competent training officer as Director of the Wing Instructors' School. (This officer might also act as CO of Station #20 provided a competent executive officer is retained there.)

   b. Assign one competent officer to the position of Wing Training Officer. His sole duty should be the staff functions as described in ATC Reg. 20-22 and related ICN relations.

4. The undersigned believes that the above action would relieve the organizational difficulties now existing. However, it would still be necessary to provide adequate instructor personnel for the mission to be performed.

5. It is the desire of the undersigned to be of the greatest possible value to the Commanding General. Because of the above described faulty organization and more particularly because the personnel is not available with which to carry out the mission, the undersigned requests that he be relieved of his present assignments and be given an assignment which can be implemented and supported. It is the belief of the undersigned that, under the existing of circumstances, he can be of the greatest value in the Operations or Command Section of a station to which operational aircraft and pilots are assigned.
