Sir:

I am in receipt of yours of 15th inst. in answer to which I have to say that the greatest amount that will be spared from the heading of Contingent Expenses  for paying outstanding indebtedness of the Smithsonian and Food Fishes participations is $3000. The assignment of this amount will leave, after paying known outstanding bills properly chargeable to this fund, the sum of about $600 still in my hands which is as small an amount as I think I ought to retain at this time.

There remain in the various other Departments, the following amounts which I do not think will be required for further disbursements viz: Treasury $1284.86; P.O. $640.99; Agricultural $7.48; ^[[also in]] Smithsn $15.62 and Food Fishes $143.16 These amounts if secured by you, would, with the $3000 above referred to make an aggregate of $5092.05 which is about the amount you require. Upon notice from the Representatives of Treasury P.O. and Agricultural that they will consent to the transfer of their unexpended balance for your benefit, I will endeavor to have the transfer made at the Treasury.
