3rd Endorsement
Respectfully forwarded to Lt. Metcalfe with remark that the fund for "Keep the grounds", (the only fund on my books connected with the building, or grounds attached to the Building.) is so low as to forbid further expenditures outside of labor in [[underline]]keeping.[//underline]] The work proposed is essentially [strikethrough]not[/strikethrough] required and should be executed if practicable to do so.
