     Dear Sir,
        Your favor of 21st inst to our Prest Mr Hinckley is received and he has handed it to me for reply with the statement that [[insert]] he [[/insert]] has mentioned the matter to Col Scott as suggested by you, He also instructs me to say that the settlements for your freight will be made under our general arrangement with Capt Rodgers, and should it afterwards be found that the appropriation is not made the line Washington to Philada will make such concession in behalf of your Institute, as to relieve you to such an extent as will no doubt meet your views, I will ask Mr Kingston G F Agt Penn R.R. to concur in this
