Dear Sir, 

On consultation with the Commissioner he approves of making an [[strikethrough]] appropriat [[/strikethrough]] application to Congress for a small appropriation to help us out. 

It would be as well perhaps that all applications of this kind to be made by members of the Board be made at the same time and in the same manner. If you think this mode desirable I will endeavor to have [[strikethrough]] [[one?]] [[/strikethrough]] it ready and submit it as you may suggest.
