with a suitable display on the part of the Bureau as will meet the requirements of the occasion.
  I have also to request that you will cause to be constructed such cases as may be necessary to contain these collections, and will make the proper arrangements for the transfer of the cases and specimens to the International Exposition and will superintend the display during the exhibition and carry out the necessary measures for their return to Washington and their permanent exhibition in the National Museum.
    You, of course, understand that all expenditures which you desire to make must first be submitted to this Bureau for approval and that your operations in behalf of the Bureau
