Mr. Powers asks that the amount for salary presented by him, be paid out of the Centennial fund of this office.

I have no knowledge of the understanding represented to wit as regards the second subject of Mr Powers labors, but I am certainly not of the opinion that his account for such services is properly chargeable to Centennial Appropriation.       

Section 3678. Revised Statutes of the U.S. provides, that "All sums appropriated for the various branches of expenditure in the public service shall be applied solely to the objects for which they are respectively made. and for no others."

I transmit the letter and amount of Mr Powers. for your information and inspection, with the request that you return the same with an expression of your views, and such endorsement thereon as you may deem proper.
