   I do not for a moment question the justness of the claim of Mr. Bowers upon the Government nor the value of  his services but it seems to me to be a claim upon the funds of the Smithsonian Institution incurred as referred to in your letter of the 3rd of April last by the Smithsonian Institution in the collection of Indian articles whereby $4.000- was transferred from the quota allotted to this office to the credit of the Smithsonian Institution. If that amount ($4.000-) has been fully expended and there are sufficient funds remaining to the credit of this office to justify it and at the same time to cover all expenditures authorized by this office and required for the return of the exhibit to this city tc, I would recommend that you make applications to have  an additional amount (sufficient to cover claims of this character) placed
