well as the cost of Fellowship Programs managed by the Office of Academic Studies, the Radiation Biology Laboratory and the Astrophysical Observatory.) A further $15,000 reduction in the supplemental request was made because of a cut of administrative travel costs directed by OMB. Finally, the request has been further reduced by estimated savings to be realized from the Government-wide hiring freeze imposed by OMB. Under the present guidelines agencies are permitted to fill only one of two vacancies occurring after October 25, 1978. 

[[underlined]] Non-Appropriated Trust Funds [[/underlined]] --

It may be recalled that budget figures for these funds for FY 1979 as previously presented, provided for higher gross income compared to FY 1978 but substantially less [[underlined]] net [[/underlined]] income from auxiliary activities (Magazine, Exposition Books, Museum Shops, etc. -- see Schedule E), and hence lower general unrestricted trust fund net income before the special transfers to the Magazine advertising tax reserve ($500,000 in FY 79), the continuing $2 million commitment to the Collections Acquisition, Research and Education Program, and transfers to plant funds ($211,000) and endowment funds ($2,000,000). The FY 1979 budget indicates that the net income after the $1.0 absorption of federal costs but before provision for such items would approximate only $4.7 million, compared to $9.7 million in 1978. Thus 1979 net income, unless increased by better than budgeted results, would be just about sufficient to cover these special transfers at their presently budgeted levels. Budgeted income does appear somewhat conservative and some upward revision may be possible after actual results of the first several months become available.
