[[underlined]]Five-Year Perspective, Planning Process, and Program and Activities Inventory[[/underlined]]

The draft five-year perspective for the period fiscal years 1980 to 1984, distributed to the Regents for the September 25, 1978 meeting, was revised to reflect fiscal year 1980 federal budget allowances granted by the Office of Management and Budget, allocation of the fiscal year 1979 federal budget signed by the President on October 17, 1978, and Regents' decisions on the fiscal year 1979 nonappropriated fund budget. Year-end closing figures for fiscal year 1978 also were incorporated. Portions of the draft were revised to present facilities and program development changes that have occurred since September which affect fiscal year 1979 and future year operations. For example, the proposal in principle for the development of the Quadrangle in the South Garden area is incorporated, and references to the construction of a sixth-floor addition to the National Museum of History and Technology have been deleted; the planned use of nonappropriated trust funds in lieu of federal appropriations to support the Institution's fellowship and scholarship activities are described; and the system of charging rent to selected trust operations to offset federal expenditures is mentioned.

The revisions were completed and the Five-Year Perspective was sent to members of the Board of Regents on January 15, 1978. The document will be sent to the various Congressional Committees concerned with Smithsonian affairs. This should occur in late January 1979, to coincide with the submission of the fiscal year 1980 budget to the House and Senate Appropriations Committee.
