-- A third building element, located beneath the Garden, to provide below-grade space for approximately 300 parking spaces essentially replacing existing parking west of the Garden and east of the Arts and Industries Building. These parking spaces would be available to both staff and the public, and would be operated as paid parking, with receipts being applied against the cost of construction.

It is anticipated that in eliminating the existing ground level parking lot, the creation of an inner garden and courtyard in this quadrangle will enhance the beauty of the Victorian Garden as well as the ornamental buildings in this setting.
   
In order to present appropriate preliminary plans and develop specific program details, the Regents were advised that we propose to use approximately $100,000 of fiscal year 1979 nonappropriated funds to engage a group of consultants who would develop the details of the construction factors, including internal space configurations and equipment needs as well as comprehensive analyses of the construction costs. (The cost to date of the design created by Mr. Yoshimura [photograph attached] is $30,000.)

The financing of this project may be possible from several sources. These include federal appropriations; the possible proceeds of the sale of the townhouses in which the collections of the Museum of African Art are presently housed (should this new location for the African Museum materialize); gifts and donations; and receipts from the parking garage at the National Air and Space Museum and the new parking facility.
