met with David Childs, Chairman of NCPC, to discuss the project and found him to be greatly impressed with the concept of creating structures which could be integrated into the Garden south of the Smithsonian Castle.

The Office of Management and Budget has allowed the Smithsonian within its budget allowances for fiscal year 1980 to request the first phase of planning in the amount of $500,000.

Based on information acquired to date, the Regents will be asked to support a request for a planning authorization as studies and the preparation of appropriate documentation for use at hearings on proposed legislation are completed.

A number of Regents expressed enthusiastic approval of the concept for the Quadrangle, and the Chancellor stated that it is his hope that an appropriate legislative presentation will be made to the Congress with the implication that we will expand our best efforts in raising funds through pledges and gifts for the buildings.

It should be noted that the studies will reveal more precisely the program requirements of the various elements to be served, size of buildings, their configuration and cost estimates, which have very tentatively been stated as in a range of $55 million in total.

Therefore, with the approval of the Regents, the design concept will be pursued with Mr. Yoshimura, the original architect, as well as the development of information necessary leading to a legislative proposal.
