The Fellows would bring intellectual resources to the Smithsonian, and publication of their findings would benefit the world of scholarship. The Regents' Fellows Program would serve to advance the growth of an inter-collegiate network sponsored by the Institution. Continued correspondence and collaboration, return visits, and increased connections with Smithsonian staff would be the expected results, as has already been demonstrated in the Smithsonian Pre-doctoral and Postdoctoral Fellowship Programs.

The Regents' Fellowships, reserved for scholars of established reputation and national distinction, usually at mid-career, would be clearly distinct from existing Smithsonian fellowships; the latter are intended to support advanced research training by Institutional staff of younger scholars still preparing themselves professionally through Ph.D. and postdoctoral fellowship programs.

[[underlined]] Selection of Regents' Fellows and Financial Support [[/underlined]]

Each year at an appropriate time, nominations would be requested and submitted to the Board of Fellowships and Grants. Nominations would be justified by the relevance and importance of the Fellow's proposed program of scholarly research to the activities of the sponsoring Bureau. The Board would then make recommendations to the Secretary for his concurrence and, upon award, Fellows would be invited to spend up to one year of residence at the Bureau in question, with the possibility of one year's renewal.
