The Executive Committee pointed out that the Audit and Review Committee could assist the Regents in conducting program evaluations, particularly for bureaux or activities of the Smithsonian which the Regents cannot conveniently visit.

Section 6.06 deals with the Secretary's authority to execute transfer documents with respect to real and personal property given to the Institution. The revised language recommended here covers transfer documents involved in the acquisition of real and personal property, as well as their disposition. It also reflects the Executive Committee's view that the Secretary should be able to act expeditiously under delegated authority on matters involving execution of transfer documents and that he should be authorized to delegate to his subordinates the authority to execute such documents.

Other recommended language improvements have little or no substantive implications. The word "adoption" is considered more appropriate than "enactment" in the concluding phrase of Section 2.03. The language of Section 5.01 is simplified by deletion of a sentence concerning the Chancellor's term of office, which in view of past practice appears to be unnecessary. Similarly, in Section 5.03 the Executive Committee suggests deletion of the words "except those reserved by law to the Secretary," since there appear to be no authorities or functions so reserved.
