expenses at the Tropical Research Institute resulting from implementation of the Panama Canal Treaty was denied on the basis that treaty implementing legislation had not yet been approved. In addition, the request of $457,000 for the Research Awards Program was denied with the recommendation that this program be supported with Trust Funds in the same manner as the other fellowship and award programs of the Institution.

As previously mentioned, an amount of $350,000 for facilities improvements required at the Museum of African Art was added to the request for the Restoration and Renovation of Buildings account, thereby restoring the amount deleted from our FY 1979 supplemental request. The House denied the Institution's request of $500,000 for Quadrangle planning, citing a lack of authorization and a desire for more precise justifications.

In action on the Foreign Currency Program request, the House allowed only $3.7 million of the requested $7.7 million. The original request for this account contained $4.0 million equivalent in Pakistani rupees for restoration of the ancient site of Moenjodaro. When the lack of international agreements, however, precluded U.S. participation in the project at this time, the Institution presented an alternative request (approved informally by the Office of Management and Budget) that $4.0 million equivalent in Indian rupees be reserved for future funding of the American Institute of Indian Studies. The House denied this proposal on the basis that it should first be considered formally by the OMB.

In response to the House action, the Smithsonian has appealed to the Senate for restoration of base funding for the Research Awards
