Included in proposed Plant Transfers for both fiscal years 1980 and 1981 is an annual reserve of $1.0 million toward the South Quadrangle project. It had been suggested at prior meetings that parking receipts from the National Air and Space Museum garage, as well as employee paid parking which will begin this fall, be accumulated toward construction of underground parking in the South Quadrangle. The proposed $1.0 million transfers exceed by $400,000 the amount expected from those parking operations, but we believe that a strong and visible commitment of Unrestricted Funds to this project should assist in securing support both from appropriated funds as well as from outside funding sources. The Five-Year Prospectus calls for similar reserves in FY 1982-1985.

Also under Plant Transfers is $38,000 to continue payments on mortgage commitments at the Chesapeake Bay Center, and $200,000 for construction of the Garden for the Handicapped, to be located between the Arts and Industries Building and the Hirshhorn Museum.

Transfers to Unrestricted Endowment Funds are contemplated to be at $2.0 million.

[[underlined]]Special Purpose Funds[[/underlined]] include, (a) bureau activities, such as the NASM Film Theatre, Cooper-Hewitt membership program and museum shop, and, beginning in FY 1980, the sales shops and membership program of the Museum of African Art; (b) bureau discretionary funds generated from revenue-sharing transfers from Museum Shops and concessions, interest earned on fund balances, parking revenues at the Zoo (reserved to assist in eventual construction of a parking facility), dormitory fees, royalties and other income; and (c) the Unrestricated Trust Fund transfers for Fellowships, Collection Acquisition, Scholarly Studies, Educational Outreach, and Fluid Research.
