The increase in special purpose bureau activity income and expense will be due primarily to the programs of the Museum of African Art, as well as to some increased activity at the Cooper-Hewitt. The NASM revenue-generating projects are expected to generate sufficient surplus to continue annual transfers of $100,000 to the Lindbergh Chair of Aerospace History Endowment.

Income and expenses of [[underlined]]Restricted Funds[[/underlined]] are budgeted at approximately the same level in FY 1980 as projected for FY 1979. Restricted income to the Institution is primarily from investment income (endowment and interest on current funds) and gifts/grants, with a much smaller amount from revenue-generating activities of the Freer and the Archives of American Art. The major bureaus receiving restricted funds are shown on Schedule H, with budget estimates for FY 1980, compared to FY 1979 and FY 1981. Of the bureaus listed, Fort Pierce, Freer, Archives of American Art and Cooper-Hewitt depend more heavily on these funds for basic operating purposes, while restricted income to other units provides support for specific projects. In FY 1980 the Museum of African Art is expected to generate $175,000 in gifts and grants to support its higher education program, exhibits and other programs.

Support from [[underlined]]Federal Agency Grants and Contracts[[/underlined]] is expected to increase only slightly in FY 1980; virtually all of these funds are for scientific research programs, primarily at the Smithsonian Astrophysical Observatory.
