As of this time, it is not possible to forecast the total amount of private funds it will be possible to raise. But as you know, last April I sought the interest of the Japanese Government and it generously pledged $1 million toward construction of the Oriental Gallery. I am planning to travel in late September and October to Japan and Korea, and later to other Asian countries, to raise additional funds. Much ground work has been laid in meetings here with members of Asian organizations, the Ambassadors of Japan and Korea, and others who have contacts in those countries, and I am quite hopeful of succeeding in raising significant, though still indeterminate, sums of money.

As our Treasurer explains in the Financial Report, a number of possibilities exist as to partial funding for the project with Smithsonian unrestricted non-appropriated funds. I believe that the unallocated net gain for fiscal year 1979 and projected for 1980 and 1981 in these funds (as indicated in the Financial Report) would provide a start on reserving trust funds for this purpose and would demonstrate to Congress and others the strength of our commitment to the Quadrangle project. Should the appropriations committees deny our request for funds in fiscal year 1980, we will then ascertain if they object to the Regents approving additional planning funds for the Quadrangle from non-appropriated funds.
