In consequence of the great destitution now existing in this City and vicinity. I have the honor to recommend that measures be taken to provide the poor with food. I would suggest that a Soup House be established in this City, this being in my opinion a better plan than the one formerly existing of issuing Rations, and I believe a larger number of people could be relieved at much less expense. If relief is not given by the Government, many must perish from starvation, as they are now in the utmost need.
