It appears from the report of the Assistant Commissioner for North Carolina dated March 6. 1867, in reply to Circular Letter issued by the Commissioner, Febry, 12, 1867, that at the date thereof there was no necessity for issuing horses to Acting Asst. Surgeons on duty in North Carolina. If such necessity exists in the case of Actg. Asst. Surgeon Westerling

Genl. Miles will please make report as required by said Circular Letter, stating the price at which the Means of transportation required can be purchased at Raleigh.

The remark of Genl. Miles as to requisition made some time since by the Disbursing Officer is not understood, as no requisition for means of transportation has been received from that office that remains unfilled, and it is understood that the Chief Disbursing Officer has acted upon all estimates for funds forwarded to him by Col. Johnston
